Fixed union code refresh problems on the employee list and the time card entry screen.

Arizona Withholding Tables have been updated.  Now handles the calcs for the Arizona minimum tax of $5 per month.  Also, the ST_DEPS field (integer) will now store the rate as an integer and the tax calcs will have to divide by 1000 in order to get the proper percentage: For example, 10% will be stored as 100, 18.2% will be stored as 182 etc. Note: Due to the new fractional percentage rates that can be elected for Arizona employees, the withholding percentage will need to be reviewed and updated for all employees working in Arizona

In the employee file, a new fresh button was added next to the union code to manually update the union rates for a selected employee when there is no change in the union code.

Added new integrity test function to scan the union file and correct any invalid UnionI fields.

The Update Employees from Union Rates option has been corrected to filter for only the current rates.
