Corrected the problem that was occuring with contract billings that were voided and re-instated into the batch multiple times. This was causing multiple copies of each detail item to appear in the batch.

Added the state of Alaska to the withholding tables. To add the tables to an existing company, you must select the All Tests option in the Payroll Integrity Tests.
