New tailored solution titled FILTERGLACCOUNTSFORACTIVEACCOUNTSONLY controls the cost phases on the job cost master (JOBCOST) table to be marked as inactive so that they cannot be selected for date input on certain screens.

This option needs to be enabled through the System Admin > Configuration > Accounting > Advanced Settings screen.
