EnableBusinessRulesForClosingDailyFieldReports

The setting called " EnableBusinessRulesForClosingDailyFieldReports " for running tests based on SQL Script that must return TRUE in order for the Daily Report to be closed.  When this setting is enabled, the system will call the new " abm_DailyReportOKToClose "stored procedure which will run the business rules checking to make sure a Daily can be closed and will NOT allow the DFR to be closed if the business rules are not satisfied.
